Removing autobhop from actual minigame maps would be good too. Ex: creative_multigames
What's the point of picking Bhop if there's autobhop.
Also, making a disable_autobhop command would end up like HLDJ. It gets turned off, then all the admins leave forgetting to turn it back on.

players cast a vote to disable then if 50% say yes it gets turned off and on.

I would agree that some maps shouldn't have auto bhop, but that's what brings in most of the players is the auto bhop.

how do we even know auto bhop is the reason they stay? Maybe it's the reason they leave?

Because so many servers don't have auto bhop, and it's different. But who knows maybe sometimes they leave since it's on a map they don't feel it should be on.
