Make a file called config, put all your settings in there, save it as a note-file and put it in Program/Steam/steammaps/common/Counter-Strike Source/cstrike/cfg

or make one called autoexec.cfg and put in the same spot to make sure it does automatically load up

Yes.

I don't think Minnesota knows what he's talking about when he refers to file types. You don't save it as a "notepad file" (a .txt file) you use notepad another program as a text editor, and will save the file as a config file (filename.cfg).
